What's Happening

The Educational Choice for Children Act (part of the "One Big Beautiful Bill," signed July 2025) is the first-ever federal school voucher program. It launches January 1, 2027. This is law, funded, and 27 states have already opted in.

How It Works

The program uses a tax credit mechanism:

• Any taxpayer can donate up to $1,700/year to a Scholarship Granting Organization (SGO)
• They get a 100% federal tax credit for that donation (dollar-for-dollar, uncapped)
• SGOs distribute scholarships to eligible K-12 students
• Household income under 300% of area median income qualifies (range: $113k-$585k)
• Homeschooling costs explicitly eligible: curriculum, tutoring, technology, educational materials, therapies

27 States Already Opted In

AL, AK, AR, CO, FL, GA, ID, IN, IA, LA, MS, MO, MT, NE, NV, NH, ND, OH, OK, SC, SD, TN, TX, UT, VA, WV, WY. More joining (Kentucky overrode a veto).

State ESA Programs (Active NOW)

• Florida PEP: $7,613-$11,950/child
• Iowa Students First: $8,148/child
• Utah Fits All: Up to $8,000/child
• Arizona Empowerment: ~$7,000/child
• Wyoming Steamboat Legacy: $7,000/child (temporarily blocked)
• Georgia Promise: Up to $6,500/child
• Arkansas Education Freedom: ~$6,856/child
• West Virginia Hope: ~$5,400/child
• Texas Education Freedom: Launched Feb 2026
• Indiana, Louisiana, Oklahoma: Smaller credits

How Sparklore Gets In — 3 Phases

Phase 1: Approved Vendor Status (THIS SUMMER)

1. Submit Florida MyScholarShop Supplier Interest Form — 10 minutes
2. Register as NH EFA vendor — 15 minutes, no fee
3. Repeat for >10 other states with active ESAs

Phase 2: SGO Partnerships (2026-2027)

For the federal program launching Jan 2027, partner with Scholarship Granting Organizations like ACE Scholarships and Children's Scholarship Fund to be on their approved provider lists.

Phase 3: Content Alignment

• "Your State Pays for This" landing page
• State-specific SEO: "ESA approved curriculum [state]"
• "Approved Vendor" badge on homepage
